Governance

Patricia Bone Foundation
(Revised October 2025)

Our Commitment to Good Governance

The Patricia Bone Foundation is committed to maintaining the highest standards of governance, accountability, and transparency in all that we do.

We operate the Patricia Bone Scholarship Fund, which provides educational support to outstanding students in accordance with our charitable purpose.

The Foundation is an Australian not-for-profit organisation, endorsed by the Australian Taxation Office (ATO) as a Deductible Gift Recipient (DGR) and registered with the Australian Charities and Not-for-profits Commission (ACNC).

We are guided by principles of integrity, fairness, and independence in all aspects of our governance and scholarship administration.

Our Structure and Oversight

The Foundation is governed by a Board of Directors, who volunteer their time to oversee the strategic direction, compliance, and ethical management of the Foundation and its charitable activities.

To ensure the proper management of the Scholarship Fund, the Board has established a Management Committee consisting of reputable individuals approved by both the ATO and the ACNC.

This Management Committee operates under delegation from the Board and is responsible for administering the day-to-day activities of the Scholarship Fund in accordance with its approved purposes.

The Management Committee ensures that:

  • The Fund complies with its governing rules and DGR conditions.
  • All donations are used exclusively for eligible scholarship and educational purposes.
  • Decisions are made impartially, transparently, and consistent with the Foundation’s objectives.
Management Committee and Delegated Functions

The Management Committee has adopted a set of Award Guidelines that govern the operation of the Patricia Bone Scholarship Fund.

These guidelines define the eligibility criteria, application procedures, and principles of fairness and merit that underpin the award process.

To ensure independence and integrity in the selection of scholarship recipients, the Management Committee has appointed a Selection Committee.

The Selection Committee is responsible for:

  • Reviewing scholarship applications;
  • Assessing applicants against the published criteria; and
  • Recommending recipients to the Management Committee for approval.

All decisions are made through a structured and transparent process designed to uphold the charitable intent of the Foundation.

Constitution and Legal Framework

The Foundation operates under a Constitution that sets out its charitable objectives, governance structure, and decision-making processes.

This Constitution also incorporates the Gift Fund Rules required by the ATO for DGR-endorsed organisations, ensuring that donations are used exclusively for the Foundation’s charitable purposes.

A copy of the Constitution is available to stakeholders upon request.

These rules provide the framework for:

  • Eligibility and selection criteria for scholarships
  • The assessment process and independent oversight
  • Reporting obligations for scholarship holders
  • Ethical and equity principles guiding award decisions

A summary of the Scholarship Fund Rules and current award conditions can be found in our Scholarship Guidelines.

Award Guidelines

The Award Guidelines, as adopted by the Management Committee, describe in detail:

  • The purpose and scope of each scholarship award
  • Eligibility and assessment criteria
  • The process by which applications are reviewed
  • How recommendations are made by the Selection Committee
  • Terms and conditions for successful recipients

These guidelines are updated as required and published for each scholarship round to ensure transparency and equal opportunity for all applicants.
